Guangzhou to Comprehensively Carry out Strategy for a Powerful Manufacturing City

According to the report of the Guangzhou Municipal Congress of CPC, by 2020, the service industry’s added value will account for 70% of the city’s GDP, the added value of modern service industry for 70% of the added value of its service industry, and the added value of advanced manufacturing for 70% of the added value of its industry above statistic threshold. The three indicators of 70% outlines the strategic path of Guangzhou to improve economic development’s quality and profitability. Relying on complete industrial chain and continuous technical innovation, “made in Guangzhou” has comprehensively transformed to “smart manufacturing in Guangzhou” and “created in Guangzhou”.
In the next five years, Guangzhou will insist on the dual-force driving through developing modern service and advanced manufacturing, develop industries or projects with high reputation and high ranking in China or even in the world, boost intensive and clustering industrial development, forge a more stable industrial system with “four beams and eight pillars”. Guangzhou boasts 35 of China 41 major industrial classifications.
“The Guangzhou Municipal Congress of CPC proposed comprehensively carrying out strategy for a powerful manufacturing city, which is the most updated strategy,” said Zhao Junming, director-general of Industry and Information Technology Commission of Guangzhou Municipality. The report of the Guangzhou Municipal Congress of CPC added the content “the added value of advanced manufacturing will account for 70% of the added value of its industry above statistic threshold by 2020” based on “the service industry’s added value will account for 70% of the city’s GDP, the added value of modern service industry for 70% of the added value of its service industry by 2020.”
The report tabled the proposal to comprehensively carry out strategy for a powerful manufacturing city, improve the three pillar industries of automobile, electronics and petrochemical sectors, energetically develop smart equipment and robots, energy-saving and new-energy vehicles, bio-medicine and healthcare medical treatment, and other advanced manufacturing sectors, and build Made in China 2025 Pilot and Demonstration City and National Manufacturing Innovation Center.
Guangzhou has a robust manufacturing development basis. Guangzhou, boasting 35 of China 41 major industrial classifications, has the most complete industrial sectors in South China. It has five industries with annual output value above 100 billion yuan, such as automobile, petrochemical, electronics, electric machinery and appliances, electricity and heat production and supply sectors, and 21 industries with annual output value above 10 billion yuan(excl. those above 100 billion yuan), such as shipbuilding, metallurgy, textile & garments, food & beverage, tobacco and pharmaceutical sectors etc.
Guangzhou has successively issued the 13th Five-year Plan for Advanced Manufacturing, Pazhou Internet Innovation Clustering Zone Industrial Plan, Guangzhou International Automobile Parts Industrial Development Plan and other policies, said Zhao Junming. It means that Guangzhou’s manufacturing development has both top-level design and grassroots implementation, and an action guideline for “dimensional all-round layout”.

Improving traditional industries with new technologies and new modes
The report of the Guangzhou Municipal Congress of CPC brings forward that to build a high-end, high-quality and high-tech modern industrial system requires the dual-force driving through developing modern service and advanced manufacturing, developing industries or projects with high reputation and high ranking in China or even in the world, and boosting intensive and clustering industrial development.
“To reach the target must depend on innovation-driving development. However, innovation-driving development should be embodied on both supporting the development of strategic emerging industries and the new energy growth of traditional industries,” said Ye Niuping, director-general of Guangzhou Development and Reform Commission.
In terms of development of emerging industries, Guangzhou has an outstanding performance in bio-medicine, smart equipment, mobile Internet and smart city etc. “No doubt, in bio-medicine research, China has been involved into global collaboration. I see a bio-medicine corps in Guangzhou. Its cutting-edge technical level and research fields represent that China is having a larger scale gene research,” said Dr. Eric D. Green, head of National Human Genome Research Institute.
Guangzhou will issue the Internet Industry Implementation Opinions, define the Internet 1+5+10 Strategy, i.e. Forging 1 core zone, 5 bases and 10 Internet+ Towns, and design the city’s spacial development layout. Guangzhou will also boost the launch of Integrated Circuit Industry Implementation Opinions to scheme the IT infrastructural construction in the next 10 to 20 years of the city.
The settlement of the Cisco project also brings the company’s partners, a group of first-class software and IT enterprises home and abroad, to jointly promote the new business modes of Internet of Things, cloud computing, smart health and big data analysis.
In the aspect of traditional industry upgrading, automobile industry is a good case. Guangzhou, boasting apparent advantages in automobile industry, is one of China’s three major passenger vehicles, a national automobile and parts export base, a national pilot city for energy-saving and new energy automobile demonstration and promotion, and one of China’s shipbuilding bases. Relying on new technologies and new products, its automobile industry has realized upgrading. From January to November this year, the output of new energy vehicles had increased by 100%, and of SUV by 65.8%.
In terms of how to comprehensively carry out strategy for a powerful manufacturing city, Zhao Junming suggested the government to strengthen the guarantee of element supply, form resultant force of industrial incentive policies, and focus on “enterprises above statistic threshold in technical upgrading”.
