At the meeting, it is determined to strive to build “three environments” in the 13th Five-year Plan period. First, the loose and convenient access environment. Unnecessary industrial threshold limitations will be canceled. Integration of multiple certificates, cancellation of pre-approval of enterprise name, one business license used for multiple addresses, simplified cancellation and other facilitation measures in industrial and commercial registration will be proceeded. Second, the equal and orderly competition environment. The market sectors opened to local enterprises should not limit the access of non-local ones, nor require non-local ones to set up a local sub-company for the business. Fair competition approval system should be carried out to remove unreasonable subsidiary policies for special industries. Conducts like unreasonable collection of fees and forced transactions should be investigated and severely punished. Third, the secure and safe consumption environment. With the loosening of the access permit, the concurrent- and post-supervision should be further intensified. In particular, the supervision to food, medicines and other key goods directly related with the people’s health and life safety should be greatly intensified. Supervision to rural consumption market, and quality of rural goods and other rural products should be strengthened. Enormous compensation system should be explored for making and selling fake and bad products and other illegal conducts. Consumer right protection mechanism should be improved. Defect products call regulation should be stringently carried out. Advanced compensation for goods under consumption disputes should be comprehensively carried forward. The meeting stressed to comprehensively perform “Two Randoms, One Public” inter-department joint check and all-covered inspection, energetically boost comprehensive administrative implementation at city and county level, drive supervision innovation with Big Data and other means, and set up a new market supervision layout with law as the basis, enterprise’s self-discipline and society’s joint efforts as the supportive measures.
According to the meeting, adapting to productive force’s development new requirement, accelerating the cultivation of new momentum, and renovating and improving traditional momentum are important ways to promote economic structure transformation and real economy upgrading. Efforts must be made in innovating in governmental management, optimizing governmental services, nurturing environment with systems that support startup and innovation and boost traditional industries to improve quality and efficiency. On one hand, we should adapt to the demand of accelerated growth of new momentum to promote the rational flow and sharing of talent, technology, data and other innovative elements, intensify governmental purchase to new technologies, products and services of startup enterprises, build a dynamic adjustment mechanism for product and service standards, improve employment and social insurance regulations that comply with the labor force characteristics of new industries and new business modes. Efforts will be made in promoting technical market transactions, shortening sci-tech fruits’ transformation period, exploring inclusive, innovative and prudent supervision systems, applying flexible and standardized management measures for new industries and new modes, driving the emerging economic business modes featuring sharing, information, biology, green, originality and intelligence to become new engines for economic growth, and expanding new space for the people’s employment and fortune creation. On the other hand, new momentum will be actively utilized to improve traditional momentum. While continuing eliminating the outdated production capacity, we shall be based on innovation-driving development, rely on “Made in China 2025”, Internet+ and other programs to boost traditional industries to a middle- and high-end level, and the upgrading of real economy. By means of mass entrepreneurship and innovation, we’ll pool the people’s wits and strength to form new technologies, business and modes which cater for the market demands at a higher level during the integration of traditional industries with new momentum, improve product and service value chains, rejuvenate the vigor. We’ll apply efficient measures to further reduce enterprise’s burden, speed up stable continuance and concerted efforts of old and new foments, and promote the robust development of the real economy in the first, second and tertiary industries.
