Pilot Free Trade Zones Enjoy a Bullish Market for Parallel Import of Cars

The Certification and Accreditation Administration of China recently issued a notice that from January 1, 2016, it would further adjust the automotive product compulsory certification system and carry out the certification pilot of parallel imports of cars of pilot free trade zones. The requirements on the carmaker authorization document, certification mode and factory inspection would be further loosened, adjusted and simplified for the China Compulsory Certification (CCC) of parallel import of cars, and inspection on the “three guarantees”, recall capacity and system of certification applicants is increased explicitly.
According to this notice, the enterprises in the Pilot Free Trade Zones that engage in the parallel import of cars can be eligible for the loosened requirements on the authorization documents of the original carmakers on the condition that they have established mature “three guarantees” and recall systems when making an application for CCC; on the condition that enterprises engaging in the parallel import of cars are confirmed by the designated certification authority that they have made effective management to the conformity of cars for certification, the requirements on certification mode and quantity of non-mass production cars will be cancelled.
Moreover, the Ministry of Commerce recently publicized the Measures on Administration of Automotive Sales (exposure draft) on its official website to further improve normalization of sales channel and after-sales services of the parallel import of cars.
