On January 8, Chen Jianhua, Mayor of Guangzhou, presided over the plenary meeting of the government of Guangzhou to discuss about the drafting of the Government Work Report (Draft).

The meeting began with learning of the spirit of the speech made by Premier Li Keqiang when visiting Guangdong. Official from the Research Office of Guangzhou Municipal People’s Government gave an explanation on the drafting of the Government Work Report (Draft), and leading officials of the municipal government and people in charge of related departments at municipal and district levels provided suggestions for the modification and improvement of the report. It required that related departments should make careful study on the suggestions and further improve the report before submitting it to related authorities for review.

Chen Jianhua said that in 2014 the departments of the municipal and district governments spared no efforts to stabilize growth, promote reform, make restructuring and improve people’s livelihood. Obvious achievements have been made in economic development, environmental protection, garbage classification, transportation and construction of facilities for improving people’s livelihood. By holding the 2^nd Guangzhou International Award for Urban Innovation, the 2014 China International Friendly Cities Conference cum. Guangzhou International Urban Innovation Conference and the Mayors Forum of Provincial Capital Cities in Pan-Pearl River Delta, Guangzhou has won a higher reputation and influence home and abroad. Guangzhou ranked among Chinese Mainland’s Best Cities for Business and took the first place in terms of six indicators, including the development and life index and law-based government assessment.

Chen Jianhua said that one of the priority tasks of Guangzhou in 2015 is to continuously activate the momentum for development and consolidate and improve the status of Guangzhou as a national central city. Reform in administrative examination and approval, business registration, social governance as well as scientific and technical innovation should be further deepened in a comprehensive way. Great efforts should be made to promote the practice of Citizen Card, government service hot line (12345), grid-based community service management, on-line administrative services and one-window services (government service hall). At the same time, great efforts should be made to seek for higher-quality and more efficient economic development, guarantee effective investment, support enterprises to make innovation and improve quality of foreign trade. The advantages of Guangzhou as a hub in South China should be given full play to train talents, develop logistics, allocate funds and share information to promote industrial transformation and upgrading and drive a vigorous development of the thousand-year-old city of business.
