Guangzhou Energetically Optimizes Governmental Services to Boost the Implementation of “One Number, One Window, One Website” Program

How to change “people’s going around authorities” to “efficient information sharing and coordination among authorities”? On January 11, the 2017 Internet+Governmental Service Forum held by Guangzhou Municipal Governmental Service Office was held. One Number Application facilitates the certificate application and use of the people, and exempts the real estate inspection in the enrollment of municipal public primary schools, said the representative of the municipal government. The exemption of real estate certificates for Public Funds Loan application and withdrawal, and payment of deed tax is being carried forward. Next, the city will carry out the exemption of presentation of medical and social insurance certificates and marriage registration certificates as the authorities can obtain these through information sharing.
As one of China’s 80 Information Benefits People Pilot Cities, Guangzhou took the lead and carried out the integrated administrative approval reform and the social governance and governmental public service platform construction in 2015 with the start point and basis on the construction of an “efficient and convenient” governmental service system.
Guangzhou’s requirement to “efficient and convenient” Internet+Governmental Service mainly consists of three aspects as follows. First, boosting the service focus to move downward. Services to individuals will be completely shifted to districts, townships, sub-districts, and villager’s committees. Services to juridical persons will be shifted to lower authorities as much as possible, and entrusted to grassroots for transactions by people’s close and convenient access. Second, firmly canceling meaningless certificates and complicated procedures. Third, using multiple channels. Efforts will be made in building a channel system integrating PCs, mobile phones and self-service terminals with related agency services in the Internet+ Era to offer efficient and convenient comprehensive services for the people and enterprises.
Guangzhou will energetically expand channels including websites, mobile phones and WeChat for online service appointments. The people may make reservations at governmental service center for entry/exit management, vehicle management and public fund related services. 
In early 2016, Guangzhou successfully exempted the real estate inspection in the enrollment of municipal public primary schools, benefiting nearly 80,000 students and efficiently reducing the faculty’s efforts for information verification.
Now, the exemption of real estate certificates for Public Funds Loan application and withdrawal, and payment of deed tax is being carried forward in Guangzhou. As estimation, the issuance of about 1.1 million real estate certificates will be saved in average per year.
Next, the city will carry out the exemption of presentation of medical and social insurance certificates and marriage registration certificates as the authorities can obtain these through information sharing.
 
Exemption from repetitive presentation of various certificates
So far, Guangzhou has set up a citywide unified identity certification system and electronic license system. By the end of November 2016, the account numbers for nearly 13 million people of Guangzhou had been established. With the One Number, identity card or social insurance number, the personal profile is linked with all governmental services including the site service, appointment queue, application submission, documents and licenses, evaluation and claim services. Thus, One Number Application is realized in the services.
Thanks to the information sharing among authorities, citizens are exempted from repetitive presentation of various certificates.
By the end of last year, a total of 30 municipal departments, governmental service centers of 12 districts (incl. Guangzhou Development District) and 164 sub-districts (towns), public service stations of 2,528 communities (villages) had carried out One Window services. In addition, a total of 42 municipal departments, 12 districts (incl. Guangzhou Development District), 170 towns (sub-districts), and 2,630 villages (villagers’ committees) had offered online governmental services.
