Recently, Guangzhou Municipal Government issued the Implementation Opinions on Promoting the Development of Big Data (the Opinions hereinafter) which includes the promotion of E-prescription and E-case history, the publicity of some high-value data by cultural heritage institutions, museums and other public service agencies at all levels, the nurturing of big data industrial system, and the cultivation of 10 big data industrial parks (towns).

The Opinions gives an all-around demonstration of Guangzhou’s plan, action and acceleration in forging a big data city from the aspects of consolidating the big data infrastructures, promoting big data resource sharing, publicity and circulation, driving the application of big data, planning the overall big data industry and intensifying the big data safety and risk prevention.

As for the phenomenon governmental “information island”, the Opinions proposed to speed up governmental data resource sharing and performance evaluation, and force the municipal and district governments to accelerate data exchange and sharing in the mode of achievements evaluation and reduce people’s efforts for shuttling through various departments.

Guangzhou municipal government also encourages social entities to have value-added application of the data sources and sharing of social data. The Opinions advanced that efforts will be made in releasing governmental data dividends, comprehensively utilizing governmental data publicity platform, and allowing the people’s safe and equal access to governmental data in traffic, population, tourism, medical service, education, commerce and credit in various modes. Meanwhile, we’ll guide enterprises, industrial associations and scientific research institutions to integrate relevant resources, offer industrial big data service for enterprises and activate innovation and startup vitality in big data in combination with the governmental public data resource after removing sensitive contents.

In order to optimize the bid data industrial layout and create industrial clustering competitiveness, Guangzhou also planned to create the One Belt Two Core Multiple Districts industrial spatial structure consisting of East Big Data Industrial Zone, Guangzhou Big Data Innovation and Startup Engine Core, Guangzhou Big Data Industrial Clustering Development Core and District-based Featured Big Data Industries.

In addition, the Opinions also brings forward Guangzhou’s big data development objectives. By means of governmental data publicity and application guidance, a Guangzhou-featured big data industrial system will be forged by 2020, making the city a pioneering region in big data application, a big data innovation and starup demonstration region and a big data industrial core clustering region in China, with 10 big data flagship enterprises having main business revenue of more than 2 billion yuan and 30 big data backbone enterprises having main business revenue of more than 100 million yuan。
