In recent years Guangzhou has taken active measures to accelerate construction of the startup and innovation bases and maker spaces, and guide related industrial parks, bases and maker spaces to improve services for SMEs, and promote transformation and upgrade of manufacturing. Up to now Guangzhou has nine maker bases and about 200 startup bases.

 

According to the related policies and requirements of the central government and Guangdong provincial government, Guangzhou formulated the Measures on Administration of SME Startup Demonstration Bases to recognize and support the SME innovation and startup demonstration bases. With the mode of “government supporting platforms and platforms serving enterprises”, the municipal government is guiding various intermediaries and resources to provide technical and legal and other services for SMEs. Up to now 14 of the about 200 startup bases have been rated as the Small Enterprise Innovation and Startup Demonstration Bases of Guangdong Province, and 30 have been rated as the municipal SME innovation and startup demonstration bases. Since 2011, Guangzhou has supported 35 SME innovation and startup demonstration bases.

 

Guangzhou has made Tianhe, Haizhu, Liwan, Huangpu and Panyu as the maker space demonstration zones, and fostered a batch of makers. Today it has developed nine maker bases, completed 582,000m² of construction area of the bases, and incubated 1,953 startup projects. The total investment of the bases reached RMB5.41 billion, and RMB5.303 billion of investment completed. In 2015, the municipal SME development funds offered subsidies of RMB3 million in total for four makers, including Guangzhou Innovation Valley Mobile Internet Incubation Base.

 

Currently to support development of Tianhe Software Park and the Private Science and Technology Park and other parks, Guangzhou appropriated special funds for the development of land and infrastructure of the parks. Since 2010, the municipal government has appropriated RMB100 million each year for five consecutive years to support construction of the private science and technology park. Meanwhile, it has appropriated RMB27 million each year for the SME development, partially for the recognized SME startup demonstration bases. Each of the recognized SME startup demonstration bases is eligible for an lump-sum award of RMB600,000 to RMB800,000. By the competitive allocation principle, the municipal government appropriated RMB27 million each year for the SME credit guarantee system construction to support development of micro and small enterprises.
