Recently, the State Council issued Decision on the Cancellation of Local Administrative Approvals Designated by the Central Government in the Third Batch, requiring additional 39 administrative approvals to be canceled based on the 239 approvals canceled in the previous two batches.

The state’s cancellation and authorization of administrative approvals aims to have a targeted removal of existing issues that directly influence the energy of enterprise, said the expert.

In terms of contents, most of the canceled issues this time involve enterprise’s production and operation, individual employment and startup. The cancellation of these issues contribute to burden reduction of enterprises and the people, and the release of market vitality. In terms of scale, these issues are directly related with the ordinary people. The cancellation helps the local governments to streamline administration and authorize power, and facilitate the ordinary people’s routine issues.

While publicizing the canceled issues, the measures for supervision during- and after-work were also publicized, indicating the change of management mode instead of simple cancellation or authorization. More efficient measures for supervision during- and after-work will be applied.

The government is energetically carrying forward simplified administration and authorization, said Wang Yukai, a professor of Chinese Academy of Governance. The government should bear its responsibility while authorizing power to avoid the power vacuum and the lack of supervision.
