Integrated Regional Customs Clearance System to Cover the Whole Country

Based on the realization of integrated regional customs clearance at the Beijing-Tianjin-Hebei region, the Yangtze River Economic Zone and Guangdong province, the customs authorities of China will continue to carry out the reform nationwide for integrated regional customs clearance in 2015 by improving intra-system cooperation and promoting mutual recognition of sharing mechanism to make regional customs clearance convenient and fast and make logistics smooth.
Zhang Guangzhi, press spokesman of the General Administration of Customs, said that by the end of last year, the platform of the customs for integrated regional customs clearance accepted about 18 million customs declarations, accounting for 80% of the national total during the same period; in the fourth season of last year, the average durations of integrated customs operations for imports and exports are 9.18 hours, 0.31 hour less than that of the traditional operations for customs clearance for imports and exports.
Paperless customs clearance operation is another important task under the reform of the customs system. Statistics indicated that in 2014 a total of 58.977 million customs declarations were made through paperless procedures at the customs authorities nationwide, accounting for about 83% of the national total customs declarations, above the preset objective (80%). Throughout the country, there are 329,000 enterprises that participated in paperless customs clearance, accounting for 88% of the enterprises with actual performance in import and export of China.
