Integrated Customs Clearance Saves Nearly RMB50,000 for Enterprises

From Huangpu Customs 2015 Customs Working Conference held on Feb. 3, it is learned that Huangpu Customs launched the business integration reform and regional customs clearance integration reform in 2014. The reforms, together with the “10 Certificates Joint Issuance” started by Dongguan municipal government at the same time, ushered in the age of information exchange, mutual recognition of supervision results and mutual assistance in law enforcement of the customs administration.
 
In 2014, Huangpu Customs handled 4.712 million of import and export customs declaration documents, supervised imports and exports of US$250.25 billion in total, issued 21 measures to support stable growth of foreign trade, realized 91% of paperless customs declaration, extended the smart operation reform of bonded processing to the whole process businesses of the e-manual, improved the operation efficiency by 95%+, and promoted experiences to all customs administrations of Guangdong Province. It has also made important breakthroughs in the cross-border e-commerce, successfully implemented the pilot of cross-border e-commerce customs clearance service platform of the General Administration of Customs of China, and smoothly launched the B2B2C bond entry and B2C direct purchasing import business.
 
The regional customs clearance integration is a milestone reform following the paperless customs clearance reform. It broke the barriers among different customs administrations of Guangdong to the core and allowed enterprises to freely select the customs declaration port and goods import and export port to realize “customs clearance at any ports of Guangdong”. Since officially launched on September 22, 2014 in Huangpu Customs, it has handled 1,355,371 integrated customs declaration documents, including 19,179 inter-customs declaration forms, ranking the first in Guangdong Province. Take Zegna Daidong as an example: the regional customs integration can reduce the customs clearance time by at least three hours for each form and save about RMB250 for costs of transport and customs declaration of each container. Given Zegna Daidong exporting 195 containers a month on average, the reform can save RMB 48,750 for the enterprise each month.
 
The “10 Certificates Joint Issuance” reform has structured a “single window” services for the customs administrations and local governments. In September 9, 2014, Dongguang officially launched the “10 certificates joint issuance” pilot reform for foreign investment and allowed joint issuance of ten kinds of certificates for the registration of foreign-funded enterprises. Huangpu Customs, one of the pilots, became the first customs administration directly under the General Administration of Customs of China to implement the “multi-certificate joint issuance” reform. Before the reform, the enterprises need to come to the Customs Affairs Hall at least two times for the enterprise registration and normally complete the registration within five working days. With the reform, the customs registration approval and certificate issuance can be completed within one hour after the enterprise successfully submitted the relevant materials.
