Guangzhou Formulates the List of Rights and Responsibilities to Promote Governance by Law

The just-concluded 6th Plenary Session of the 10th Guangzhou Municipal Committee of the CPC adopted the Opinions of the CPC Guangzhou Municipal Committee on Implementing the Decision of the CPC Central Committee on Some Major Issues Concerning Comprehensively Promoting the Rule by Law (the Opinions). When the plenary session concluded on the afternoon of January 31, the CPC Guangzhou Municipal Committee held a news conference to introduce the main content and highlights of the Opinions. It is learned that the Opinions defined the innovation measures such as the public is allowed to participate in the local legislation through Internet platforms, indicating that Guangzhou is comprehensively promoting the rule by law.
From the specific operational level, the Opinions put forward some detailed special measures, e.g. with regard to the scientific and democratic legislation, requesting each clause to be demonstrated by experts and legislation hearing to be held for any legislative items concerning the vital interest of the public and decision-making of important projects.
From the aspect of accelerating the governance by law, the Opinions put forward to exercise the system of rights and responsibilities list and formulate the list of rights and responsibilities of the municipal, district and township governments pursuant to the law, enlarge participation of the public in the administrative decision making, and promote the public opinion poll system for the important decision-making issues concerning the people’s livelihood. Meanwhile, a constraint and punishment system and a public evaluation system will be set up to curb nonfeasance and evaluate the effect of administrative enforcement of law.
The Opinions also put forward to implement the case handling quality lifelong accountability system and the misjudged case tracing and accountability system, set up the case-referring ledger of people supervisor, and systems allowing the people supervisors to participate in case tracing and law enforcement inspection etc.
