In accordance with the Decision of the State Council on the Third Initiative to Clear Up and Standardize Intermediary Services for Administrative Examination and Approval of Departments under the State Council (Guo Fa No.8 [2017]), the National Development and Reform Commission (NDRC) cleared up and standardized the intermediary service for documentation for energy saving evaluation for projects regarding investment in fixed assets. The applicant may prepare the documents related to energy saving evaluation by itself based on related requirements, or, authorize related organizations to prepare such documents. The departments responsible for the examination and approval of these documents shall not, in any form, require the applicant to go through related procedures through an authorized intermediary. The existing procedures of these departments for technical evaluation and review of the energy saving evaluation documents for projects regarding investment in fixed assets shall be reserved.
