By 2020, 10 leading big data enterprises with main operating income of more than RMB2 billion should have been developed, and an industrial system for big data with characteristics of Guangzhou should have been established…Recently, Guangzhou introduced the Opinions on Promoting Development of Big Data (hereinafter referred to as the Opinions), which proposes to build Guangzhou into a national pilot zone for application of big data, a demonstration zone for innovation and business launch related to big data and a cluster of core businesses of the big data industry to realize close integration of big data with industrial development, governance and science and technology innovation and develop Guangzhou into a city featuring great international competitiveness in big data development.

 

Accelerate construction of infrastructure and innovation platforms

 

In accordance with the Opinions, Guangzhou will center on the positioning of a national key central city to establish a management mechanism featuring “data-based demonstration, decision-making, management and innovation” through unified allocation, sharing and opening-up of resources and give priority to supporting the construction of the international shipping center, logistics center, trade center and modern financial service system by releasing government data dividend, aiming to promote mass innovation and entrepreneurship, cultivate new advantages and driving forces for economic development and provide effective support for the construction of a hub-type network city of Guangzhou.

 

On the one hand, the construction of government big data infrastructure should be accelerated. The Opinions proposes to: build the Big Data Center of the local government of Guangzhou to serve as a carrier of government informationization platforms and application of government big data; set up a government data collecting platform and improve the government information resource database to realize unified collection of basic government data; establish a platform for comprehensive application and management of government data and collect, analyze and process available data resources from the government and industries to promote highly efficient circulation and sufficient utilization of government and social data resources to provide support for the development of various industries; build a big-data-based industrial service platform to integrate resources, improve enterprises’ innovation ability and accelerate industrial optimization and development.

 

On the other hand, the construction of social big data infrastructure should be accelerated, too. Guangzhou will give full play to the advantages of large Internet enterprises and basic telecom enterprises in technologies and resources to make reasonable layout and intensively build a number of enterprise data centers as well as public Cloud computing platforms and big data processing centers with services covering the whole China and even the Asia-Pacific region to guarantee the adherence to the basic functions and strategic positioning of the city. Public service organizations, industrial associations and enterprises should be supported and encouraged to establish public big data service platforms targeting at business and trade, auto, new materials, finance and insurance, fine chemicals, major equipment, modern logistics, biological health and other industries to enhance the service ability of industrial big data.

 

In addition, the construction of platforms for science and technology innovation related to big data should be accelerated. The Opinions said that, Guangzhou will make unified arrangement of resource advantages of government, universities and colleges and markets to establish big data research institutions and set up internationally leading platforms for education, science and technology innovation and business launch related to big data. It will support enterprises to cooperate with universities and colleges and related research institutions to build a number of technical centers, R&D organizations, engineering (technical) research centers, engineering laboratories, key laboratories and application centers. In addition, great efforts will be made to develop maker spaces, open source communities, social laboratories, smart business launch bases for small businesses and other innovation and business launch carriers to support the development of medium-, small- and micro-sized enterprises at the seed and start-up stages in the field of big data.

 

Promote application of big data and industrial transformation and upgrading

 

Centering on the objectives to build the “three centers and one system” and develop the city into a national innovation center, the Opinions proposes to promote the application of big data in industrial manufacturing, finance, business, shipping, logistics and other fields through the demonstration of the pilot programs for the application of big data to guide the transformation and upgrading of traditional industries and the development of emerging service industries. On the one hand, the Strategic Plan for Made-in-Guangzhou by 2025 should be based to lay the emphasis on promoting the application of big data in the industrial field. Enterprises should be encouraged to make innovation of their R&D and design modes by exploring and analyzing dynamic customer data to realize personalized customization and use big data to make virtual simulation to optimize their production techniques and lower the costs and energy consumption. Great efforts should be made to promote enterprises to share design data and make cooperative innovation inside their organizations and with enterprises at the upstream and downstream parts of the supply chain by building and improving R&D and design knowledge base to improve the abilities of the enterprises for cross-regional overall management of R&D and design resources and cooperative design based on the industry chain.

 

Moreover, the application of big data in business and trade should be promoted. Guangzhou will support enterprises to carry out market analysis and survey based on big data to promote personalized and precise market positioning of the enterprises and their brands. It will encourage enterprises to develop new on-line operation modes, such as mobile e-business, social network services and “fans” economy, to improve their marketing. It will provide support for further development of cross-border e-business. It will also support Internet and big data enterprises to develop third-party data analysis and mining services, technology outsourcing services and knowledge process outsourcing services based on big data on business and trade to provide comprehensive big data services for traditional business and trade enterprises.

 

The Opinions also said that, Guangzhou will promote the application of big data in shipping and logistics. The data concerning administrative services, logistics, customs clearance, trading and finance will be integrated, and a basic database on ports and shipping including information about related enterprises, ships, vehicles, employees, cargos, navigation environment, geographic conditions and e-map will be established. A database on credit of port and shipping operation enterprises, related service organizations, ships, vehicles and employees will be established, and smart production and operations at ports will be promoted. Great efforts will be made to make full use of big data to promote the exchange of delivery information and resources between logistics enterprises and business and trade enterprises and other logistics enterprises to lower circulation cost through information-based management of the supply chain. Application of big data for customs clearance at bonded logistics parks should be accelerated. Pilot and demonstration programs should be launched for application of big data in logistics to promote smart logistics operations and develop new logistics finance, logistics insurance and logistics delivery services.

 

Optimize layout of big data industry and form advantages through agglomeration

 

In accordance with the Opinions, Guangzhou will improve the big data industry chain and establish a competitive industrial system. On the one hand, it will construct the cluster-based spatial structure, which will consist of “one belt, two core zones and a number of districts”. The “eastern big data industry belt” for the big data industry of Guangzhou will be built along the Pearl River Delta innovation belt and relying on the Guangzhou Science and Technology Innovation Corridor centering on the Sino-Singapore Guangzhou Knowledge City and the Guangzhou Science City in Guangzhou Development District, the Tianhe Smart City, Tianhe CBD (International Finance City), Guangzhou Information Port, Pazhou Internet Innovation Cluster, Guangzhou Higher Education Mega Center, International Innovation City and Nansha Science and Technology Innovation Center. A “core zone for driving innovation and business launch related to big data” will be developed based on the Guangzhou Higher Education Mega Center and by connecting with the National Supercomputer Center in Guangzhou, the Guangdong E-Governance Data Center and the Guangzhou Government Big Data Center through the Guangzhou International Innovation City. The Sino-Singapore Guangzhou Knowledge City and the Guangzhou Science City will be based to concentrate a number of large data centers and Cloud computing and Internet of Things enterprises to form up a “core zone for cluster-based development of the big data industry”. The existing advantages of Tianhe, Haizhu, Nansha, Baiyun, Yuexiu and Zengcheng districts will be based to develop the big data industry in a mode that allow each district to have its unique characteristic.

 

Moreover, great efforts will be made to accelerate the construction of industrial parks and introduce and incubate leading enterprises. The parks should be based to concentrate high-quality resources and high-end projects to form up big data industry bases with strong competitiveness home and abroad. The goal is that, by 2020, there should have been 10 big data industrial parks (towns). A series of measures, including cooperation between municipal and district governments, integration of resources and exploration for new modes for big-data-based investment promotion services, should be adopted to attract domestic and international suppliers of big data services and solutions as well as hardware and equipment manufacturers to Guangzhou. It aims that, by 2020, there should have been more than 10 leading big data enterprises with main operating income of more than RMB2 billion, and more than 30 backbone big data enterprises with main operating income of more than RMB100 million.
