By 2020, the close cooperation pattern at the Pan-Pearl River Delta should have been basically formed up. In accordance with the Opinions of Guangdong Province on Deepening Regional Cooperation at Pan-Pearl River Delta (hereinafter referred to as the Opinions), by 2020, a number of projects for cross-regional cooperation, including the Guangdong-Hong Kong-Macao Greater Region, the Pearl River-Xijiang River Economic Belt, the Guangdong-Guangxi-Guizhou-Yunnan High-Speed Railway Economic Belt, the Qiongzhou Strait Economic Belt and the Dongjiang River Eco-Economic Belt, should have been basically built up, and an economic development pattern led by the Guangdong-Hong Kong-Macao Greater Region and centering on the Pearl River-Xijiang River Economic Belt to drive the development of the mid-southern and southwestern regions and extend the influence to Southeast Asia and South Asia should have taken initial shape.

 

The Opinions said that, by 2020, a unified and open market system between Guangdong and other eight provinces at the Pan-Pearl River Delta should have been initially established; the connectivity of transport, information and energy facilities should have been greatly improved; the radiating and coordination functions of Guangdong in the innovation system of the Pan-Pearl River Delta should have been further improved, and a regional cooperative innovation system should have taken initial shape; advanced industrial clusters featuring rationally defined responsibilities and optimized layout should have been built up, and a regional industrial cooperation system should have basically formed up; the implementation of the strategy to promote the cooperation between the nine provinces at the Pan-Pearl River Delta and Hong Kong and Macao should have been further deepened; the role of Guangdong as a pilot zone for China’s reform and opening-up should have been further enhanced; regional system innovation should have been obviously accelerated, and opening-up to domestic and international markets should have been significantly expanded.

 

Then, more resources related to education, medical services and culture will be shared among the nine provinces, and the regional coordination for social governance will be greatly improved. Remarkable achievements will be made in cross-regional environmental protection and improvement, and the mechanism for cooperative protection and improvement of ecological environment will be strengthened. The compensation mechanism for the Dongjiang River, Xijiang River and Jiuzhou River basins will be initially established.
