On February 15, the Plan of Guangzhou to Enhance Application and Protection of Intellectual Properties and Promote Innovation-driven Development (hereinafter referred to as the Plan) was released. Guangzhou will provide greater support for the construction of the national copyright trading base to build the biggest copyright collecting and distributing center and trading market in South China.  

 

In accordance with the Plan, Guangzhou will promote the reform of the intellectual property management system and mechanism. For example, it will accelerate the progress of the pilot project for national comprehensive reform for application and protection of intellectual properties at the Sino-Singapore Guangzhou Knowledge City, improve the intellectual property administration mechanisms, and establish the center for comprehensive administrative services regarding intellectual properties. It will also promote the construction of the intellectual property protection assistance center at the Nansha pilot free trade zone and provide support for Nansha to establish regional technological property trading market. In addition, an intellectual property arbitration system meeting international norms will be established at Nansha pilot free trade zone.  

 

Guangzhou will study on and make scientific intellectual property evaluation criteria and enhance the review in terms of indicators related to intellectual property in the processes of examination for project approval and acceptance, supervision and management when providing financial support for science and technology programs and emerging industries. For example, the ownership of proprietary intellectual property will be made one of the important conditions for recommendation of projects to undertake national, provincial and municipal research and industrialization tasks. Moreover, Guangzhou will establish an innovation-driven development evaluation system focusing on intellectual property and make intellectual property products covered by national economic accounting.

 

Guangzhou will promote the construction of the national copyright trading base to build the biggest copyright collecting and distributing center and trading market in South China. Great efforts will be made to support the development of excellent works with distinct Lingnan characteristics and cultural essence, such as works of the radio, film and television, press and publication industries, and also support the development of copyright industries and enterprises with great influence, aiming to incubate a number of enterprises and build a number of demonstration bases that play a key role in the strategy to promote industrial development through copyright trading and management.

 

Moreover, Guangzhou will also make great efforts to promote a stronger development of regional brands, such as Shiling Leather, Baiyun Fur, Shiqi Rosewood and Shawan Jewelry, aiming to make the time-honored brand better-known, develop a number of famous-brand products with proprietary intellectual properties and support enterprises to develop world-famous brands.  

 

Guangzhou will also build intellectual property service clusters to attract domestic and international high-level intellectual property service enterprises to seek for a development in Guangzhou and support intellectual property service organizations to strive for a better development through business combination and restructuring, going public and financing. Emphasis will be laid on the Patent Examination Cooperation Center of the Patent Office of SIPO Guangdong and the Patent Navigation Industry Development Experimental Zone to build two provincial intellectual property service cluster development pilot zones at Yuexiu District and Guangzhou Development District and build an intellectual property service park at the Startup Zone of Sino-Singapore Guangzhou Knowledge City under high-standard planning.
