On February 9, Hu Chunhua, deputy to the People's Congress of Guangdong province and secretary of the CPC Guangdong Committee, had a discussion with the Guangzhou Delegation to the Third Session of the 12^th People's Congress of Guangdong Province and reviewed the government work report together with the attendees. 

 

Hu said he agrees with what Mr. Zhu Xiaodan has mentioned in the government work report. He said, last year, Guangdong insisted on the principle to seek improvement in stability to adapt to the new normal of economic development, which led to a good economic and social development. The objectives set under the government work report for the economic and social development of Guangdong in 2015 meet the actual conditions of the province. Therefore, he called for that greater efforts should be made to fulfill the objectives in a better way.

 

Guangzhou is the capital city of Guangdong province. Many deputies provided their opinions on what Guangzhou should do to further enhance its comprehensive comprehensive strength and give a better play to its function as a central city to serve the overall development of Guangdong province.

 

He said, “As a deputy to the provincial People's Congress, I should especially talk about a major issue, namely, what Guangzhou should do to further promote reform, create a market-oriented, law-based and internationalized business environment and develop new advantage for economic development.” Hu even highlighted the point on the business environment.

 

Hu said, Guangzhou is known as a trading place for thousand years, with a long history of business civilization. Remarkable achievements have been made in the creation of business environment in recent years. However, there are still some obvious problems, such as lack of innovative enterprises and large enterprises, lack of ability for commercialization of research findings and lack of pioneers for reform. Enough attention should be paid to these problems and effective measures should be taken to solve them. Great efforts should be made to give full play to the functions of various elements concentrated in the capital city to form up new core competitiveness through the creation of a better business environment. Researches of international advanced business environment should be made and related work should be promoted step by step. Exploration should be made to establish systems and mechanisms meeting international norms to make substantial achievements in the construction of a good business environment.

 

Hu said, Guangzhou should seize the opportunities from the construction of the Free Trade Pilot Zone of Guangdong and the Pilot Project of Guangdong for Negative List Management of Enterprises' Investment Projects to continuously deepen the reform and build a highland with excellent business environment. Guangzhou should set the construction of the free trade pilot zone in Nansha District as a priority project for the reform and opening this year to do a pioneer work worldwide. In addition, Guangzhou should also take the lead to carry out the measures for the negative list management of enterprises' investment projects to establish integrated working systems and mechanisms and set up an example for the promotion of the negative list market access system throughout the province and even the whole country.

 

Hu expressed great expectations for the future work of Guangzhou, hoping that Guangzhou will play a good leading role to set clear objectives and improve measures to do a good job this year and promote a sustainable and sound economic and social development as great support for the overall development of Guangdong province.
