On February 29, Guangzhou convened the working meeting themed on luring modern industrial talents and enhancing innovation-driven development, and released the Opinions on Accelerating Concentration of Industrial Pacemakers (hereinafter referred to as “Opinions”) and the supporting documents. In the following five years starting from 2016, Guangzhou will input about RMB700 million a year, totaling RMB3.5 billion in five years, to lure industrial pacemakers home and abroad.

 

According to the Opinions, Guangzhou will support 500 innovation and startup pacemakers (including team members) of the fields of trade and commerce, conference and exhibition, finance and insurance, modern logistics, shipping and aviation, new generation information technology, biotechnology and heath, new materials, new energy, energy conservation and environmental protection, automobile, fine chemicals, major equipment and robot, cultural creation and other major industrial fields, and 1000 high-end industrial talents and 2000 urgently needed industrial talents each year in the following five years.

 

The 500 innovation and startup pacemakers (including team members) consist of the startup leading teams, innovation leading teams, innovation pacemakers and innovation and startup service pacemakers. Take the startup leading teams for example. The team can be eligible for a talent subsidy of RMB3 million and a combined subsidy up to RMB30 million of “equity subsidy + free grants”.

 

Guangzhou set forth in the Opinions to establish the “Talent Green Card” system, which enables industrial pacemakers who have no intent to have household registration in Guangzhou to enjoy the citizen treatment on the house and car purchasing and children schooling. With the Talent Green Card, foreign industrial pacemakers can get a two- to five-year residence permit. The Opinions also put forward to enlarge the application scope of R Visa (Talent Visa). International students in Guangzhou can receive support for innovation and business startup in Guangzhou after graduation.
