The year 2016 sees the start of the 13^th Five-Year Plan, and marks the first year of the decisive phase of building a moderately prosperous society of China and the crucial year of promoting the structural reform. At the time of transition, we need bold and tactful strategy; while assaulting the fortified positions, we need tremendous power. Formulating a new five-year plan in a scientific way is the strategic guidance and theoretic basis of succeeding in the 13^th Five-Year Plan period.

 

“When the plan is mature and all preparations are well made, the action must be successful.” The draft of the Outline of the 13^th Five-Year Plan submitted to the 4^th Session of the 12^th National People’s Congress describes the development blueprint of building a moderately prosperous society of China by 2020. First, a strong economy with a moderate and high-speed growth, initial success in the innovation-driven development, and doubled GDP and per capita income of urban and rural residents; second, improved people’s livelihood with concerns from the stem to stern such as increasing the total mileage of high-speed railway to 30,000km in five years and enabling home visit services of family doctors; third, bettered ecological environment. The most stringent environmental protection system will be implemented to protect the clear waters and green mountains; fourth, improved systems. Efforts will be made to deepen the household registration system reform and improve the social security system to make the systems better and complete…. The beautiful and glorious scroll of the 13^th Five-Year Plan has been unfolded gradually.

 

Guangdong is in action in implementing the 13^th Five-Year Plan. The draft adopts many proposals of Guangdong and the statement on Guangdong is full and complete. Guangdong Elements have presence in the transportation infrastructure construction, urbanization, regional coordinated development, opening-up and cooperation with Hong Kong, Macao and Taiwan in the 13^th Five-Year Plan. Guangdong’s 13^th Five-Year Plan explicitly sets forth the goal of making the year 2018 as the target year of building a moderately prosperous society and growing the regional GDP to about RMB11 trillion by 2020. Guangzhou’s 13^th Five-Year Plan sets forth to grow the municipal GDP to RMB2.8 trillion by 2020 and double the per capita income against that in 2010. In the coming five years, Guangdong and Guangzhou are full of highlights and expectations.

 

“The better one knows, the more sincerely one exercises; vice versa”. The beautiful vision described in the draft of the Outline of the 13^th Five-Year Plan can only be realized with hard work. The strategic structure has been formed and the grand blueprint will be completed soon. China is striding ahead to usher in the 13^th Five-Year Plan.
