Administrative Approvals Cancelled to Encourage Innovative Startups and Employment

Upon the approval of Premier Li Keqiang, the Decision of the State Council on Cancelling or Adjusting a Group of Administrative Approval Items and other Matters cancels and delegates to lower levels 90 administrative approval items, cancels 67 vocational qualification and certification items, cancels 10 assessment and compliment items, changes 21 items from pre-approval to post-approval for industrial and commercial registration, and keeps 34 pre-approval items for  industrial and commercial registration. Meanwhile, it is suggested to cancel and delegate to lower levels 18 administrative approval items and vocational qualification permission and certification items established upon relevant laws, and change 5 items from pre-approval to post-approval for industrial and commercial registration established upon relevant laws. The State Council will report to the Standing Committee of the National People’s Congress according to legal procedures for revising relevant laws and regulations. In addition, four of the administrative approval items involving law amendments submitted in the Decision of the State Council on Cancelling or Delegating to Lower Levels a Group of Administrative Approval Items and other Matters (Guo Fa (2014) No. 5) were rendered to the Standing Committee of the National People’s Congress by the State Council according to legal procedures, and related laws were amended. In general, the cancelled or downward authorized administrative approval items have three characteristics. First, 68 items involving investment, innovation, startup, enterprise production and operation and employment encouragement, accounting for 63% of the total, such as the property management vocational certification, and the remaining 37% mainly involving institutional recognition, planning and plan approval; second, 87 approval items to be cancelled, accounting for 81%, to show the principle of the maximization of approval cancellation; third, 48 non- administrative approval items are cancelled, accounting for 44% of the total.
