As a national central city, a pioneer for China’s reform and opening-up, an important international portal and an economic, cultural, technical, education and traffic center of South China, Guangzhou is one of the most popular Chinese cities among the investors home and abroad.
 
By the end of 2014, Guangzhou had attracted 25,516 FDI investors from 136 countries and regions all over the world. The foreign investment in actual use reached USD69.92 billion. A total of 236 Fortune 500 enterprises have established 656 projects in Guangzhou, with total investment of USD45.85 billion. From 2010 to 2014, Guangzhou topped Forbes’ list of Best Cities for Business in China for four times. In 2014, it Guangzhou won the first place under the Assessment Report of Government by Law in China, the Assessment Report of Overall Performance of Local Governments of Guangdong Province, and the Research Report on Fiscal Transparency of Municipal Governments of China.
 
Seven development strategies:

Six policies
 
1.       Nansha 15 Financial Innovation Measures
 
It is Guangdong’s second and Guangzhou’s first financial policy implemented under the approval of the State Council.
 
2.       Policy on piloting commercial factoring
 
Since January 1, 2013, service providers from Hong Kong and Macao are allowed to establish commercial factoring companies in Guangzhou. Overseas investors meeting related requirements for service providers from Hong Kong and Macao and having certification offered by service providers from Hong Kong and Macao may made business registration at related authorities for industry and commerce with the approval of municipal bureau of commerce after review following the administration procedures concerning foreign investors under relevant laws and regulations and documents.
 
3.       Policy on headquarters economy
 
In 2013, the People’s Government of Guangzhou issued the Circular on Issuing Opinions and Supporting Documents on Accelerating Development of Headquarters Economy. In 2015, it issued the Several Measures for Further Accelerating the Development of Headquarters Economy in Guangzhou.
 
4.       Policy on science and technology
 
Policy and financial support will be provided for the independent innovation of existing enterprises and establishment of innovative enterprises.
 
5.       Policy on land
 
Guangzhou provides priority quota guarantee for land use for major strategic infrastructure construction projects, major strategic leading industry development projects, major strategic development platform construction projects and major projects concerning people’s livelihood.
 
6.       Policy on human resources
 
Guangzhou provides subsidies for scientific researches and living of overseas talents in the city. Here the talents refer to leading talents in innovation and entrepreneurship, chief engineering and technical experts under major science and technology development and engineering projects, overseas high-level talents for expert management, and specially invited talents under the “Guangzhou Scholars” program.
