Guangzhou Expected to Realize Integration of Multiple Plans by the Year End

Recently, the Work Scheme of Guangzhou for Integration of Multiple Plans was released, specifying that, based on the “integration of national economic and social development plan, the urban and rural development plan and the overall land use plan” (also known as the “Integration of Three Plans”), the “Integration of Multiple Plans”, “One Drawing Planning”, “One Information Platform” and “One Coordination Mechanism” programs are expected to be preliminarily finished at the end of the year.
Both the guidelines of the Central Urban Working Conference held at the end of last year and the recently issued and implemented Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening the Urban Planning and Development Management emphasize that, currently, to carry out comprehensive and in-depth reform of urban management systems and mechanisms, stress should be laid on propelling the reform in planning, construction, management and household registration and carrying out “Integration of Multiple Plans”.
Guangdong province took a lead nationwide to make explorations for the “Integration of Multiple Plans”. Zhang Shaokang, president of Guangdong Urban & Rural Planning and Design Institute (GDUPI), said that, since 2005, a number of cities including Guangzhou, Huizhou, Zhaoqing and Maoming have begun to explore the ways for the “Integration of Three Plans” to realize “one blueprint planning”, and have released China’s first technical guide for provincial “Integration of Three Plans”.
