The Outline of Guangzhou’s 13^th Five-Year Plan was released. On March 16, approved by the 6^th Session of the 14^th People’s Congress of Guangzhou, the People’s Government of Guangzhou issued the Outline of the 13^th Five-Year Plan of Guangzhou for National Economic and Social Development (2016 to 2020) (hereinafter referred to as the Outline of Guangzhou’s 13^th Five-Year Plan), and the full text consisting of 25 chapters is available on the official website of Guangzhou Municipal Development and Reform Commission. As planned, by 2020, the annual local GDP of Guangzhou will have reached RMB2.8 trillion, with an average annual increase of more than 7.5%.

 

To rebuild railway stations into high-speed rail hubs with nationwide services

 

The Plan said that Guangzhou will enhance the interconnectivity of infrastructure and build international comprehensive transport hubs.

 

To improve the layout of railway passenger transport hubs, it will set up a new pattern by building a railway passenger transport network composed of the Guangzhou Railway Station-Guangzhou East Railway Station Union Terminal, Guangzhou South Railway Station, Guangzhou North Railway Station, Zengcheng Railway Station, Foshan West Railway Station, Xintang Railway Station and Nansha Railway Station. Great efforts will be made to promote the reconstruction of the Guangzhou Railway Station and Guangzhou East Railway Station to introduce high-speed rail lines and rebuild these stations into high-speed rail hubs with nationwide services. The Guangzhou North Railway Station will be rebuilt and improved to introduce more special high-speed passenger transport lines extending eastward and westward and establish connections with Guangzhou Baiyun International Airport for combined transport. The construction of Nansha, Zengcheng and Xintang railway passenger stations will be basically competed.

 

By 2020, the total length of the built-up and in-service urban rail transit lines of Guangzhou will have reached more than 520 kilometers, forming up a subway network featuring combination of ring lines and extensive lines. A new round of subway line and network planning and construction will be promoted, and 15 new lines (sections) of a total length of 413.5 kilometers will be built in different periods to realize the citywide link of urban rail transit lines, fast transportation between the central urban area and the main periphery urban areas, effective diversion of population from the central urban area, improvement of the traffic conditions in the central urban area and effective connection with existing intercity transport network in the Pearl River Delta. Emphasis will be laid on the construction of the south-north urban rapid rail transit corridor at a speed of more than 200 kilometers/hour, the acceleration of the construction of the Subway Lines 18 and 22 and the construction of the urban rapid rail with Nansha and the airport as two ends as well as connections with the Pazhou branch line of the Guangzhou-Dongguan-Shenzhen Intercity Rail Line and its south extension line and the East Ring Line of Guangzhou-Foshan Intercity Rail Line, aiming to guide the extension of the functions of the central urban area toward the southern key development zones along the corridor.

 

Some objectives under the Outline of Guangzhou’s 13^th Five-Year Plan

 

Renovation of old urban area: to finish urban village renovation covering 28 square kilometers

 

Guangzhou has planned key actions for urban renovation during the 13^th Five-Year Plan period. In accordance with urban renovation plan of Guangzhou, there have been 69 zones under the urban renovation projects, covering a total area of 209 square kilometers. It is predicted that, by 2020, the renovation of zones covering an area of 85 square kilometers will have been finished.

 

For the 52 urban villages under the comprehensive renovation projects, emphasis has been laid on promoting the comprehensive renovation and micro renovation of the following villages: Tianxin Village, Xiaoping Village, Chentian Village and Yongtai Village of Baiyun District; Dengfeng Village of Yuexiu District; Lijiao Village and Xinshitou Village of Haizhu District; Xian Village, Tangxia Village and Shibei Village of Tianhe District; Huadi Village of Liwan District. It aims to complete the renovation of old villages (urban villages) that cover a total area of 28 square kilometers.

 

Employment: to double of urban and rural per capita disposable income in 2010

 

Guangzhou will continue to promote an appropriate size and balanced structure of total population. By 2020, the registered population of Guangzhou will have been controlled at a level not more than 9.2 million, while the permanent resident population controlled at a level not more than 15.5 million. Citizenization of people in Guangzhou will be steadily promoted, and point-based household registration policies will be further adjusted and improved to facilitate household registration of people who live and work in Guangzhou for a long time. It is expected that more than one million people can get jobs during the 13^th Five-Year Plan period and the urban and rural per capita disposable income can double that in 2010.
