Guangzhou Starts to Trim Non-administrative Approval Items

Recently the official website of Guangzhou municipal government posted the circular on trimming the non-administrative approval items of the governmental departments. The target of the action will be the non-administrative approval items implemented by various departments of the municipal government. In line with the requirements, Guangzhou launched the trimming program as of the date when the circular was released, and would cancel and adjust the non-administrative approval items for citizens, legal persons or other organizations, and cancel, adjust and standardize non-administrative approval items related to the internal affairs of the government.
 
The circular clarifies that the non-administrative approval items related to internal affairs of the municipal government include the approval of the governmental departments to the local governments and other institutional organs, excluding items and applications of citizens, legal persons or other organizations that are accepted by the lower-level departments and submitted to the higher-level organs for approval.
 
The trimming action will be implemented step by step by category in line with the unified requirements so as to finally cancel the non-administrative approval items for citizens, legal persons or other organizations or readjust such items to administrative approval items by law, and cancel the non-administrative approval items related to internal affairs of the government or readjust such items to administrative approval category. The non-administrative approval category will be canceled so as to effectively standardize administrative management, and enhance administration by law and transform of the governmental functions.
 
The non-administrative approval items for citizens, legal persons or other organizations, if set up by governmental departments, will be canceled; if such items are set up by the central or provincial government, the relevant departments should submit a proposal on how to deal with such items to the municipal organization office. After the proposal is deliberated on at the municipal administrative approval system reform joint meeting, it will be submitted to the municipal government for approval. From now on no department is allowed to set up any approval items for citizens, legal persons or other organization except for those provisioned by laws and regulations.
 
Meanwhile, for the non-administrative approval items related to internal affairs of the government, the governmental departments should formulate specific plans, and submit opinions of canceling, delegating or retaining of such items to the municipal organization office. The opinions will be submitted to the municipal government for approval after being deliberated on at the municipal administrative approval system reform joint meeting.
 
Moreover, for the internal administrative items that should be retained to meet the actual work requirement, the implementing departments should enforce management to such items in line with the principle of simplifying administration and improving efficiency. Efforts should be made to optimize the approval process, simplify the handling procedure, improve efficiency, and define the authority, scope, conditions, procedure and timeline of the internal approval, and strictly limit the right of discretion, set up and improve the system of post responsibility, and earnestly strengthen the departmental efficiency building and improve the approval efficiency.
 
It is learned that the trimming program of non-administrative approval items has been launched on the date when the circular was released. The municipal organization office will summarize the outcomes of the program and submit the information to the provincial personnel office before June 30.
