Customs Clearance Time for Nansha International Cruisers Shortened by 3/4

Recently, the law implementation personnel from maritime affairs, border inspection, port and inspection and quarantine departments got aboard Costa Victoria anchored in Nansha Port and completed the first joint aboard inspection to an international ship in a Guangdong port, marking the official implementation of the international ship joint aboard inspection mechanism. The activity can avoid repeated aboard inspection and shorten inspection time from four hours to one hour, said insiders.
 
Before the inspection, the inspection authorities teamed up with Nansha Port Office to hold a coordination meeting and further define inspection plan and attentions. During the inspection, the  law implementation personnel, based on the principle of law-abiding, efficient, convenient for the ship owner, job division and mutual cooperation, checked the ship’s joint-inspection documents, and had a random check to equipment, personal belongings, certificates of entry/exit staff and public health. After completing all inspections, the inspection authorities issued relevant documents and jointly transacted the entry inspection procedures for the ship.
 
“The total number of passengers and crew members of Costa Victoria was over 3,000 in peak seasons. The joint aboard inspection of port inspection authorities avoids repeated aboard inspections, shortens customs clearance time from four hours to less than one hour, greatly improves customs clearance efficiency, facilitates the embarkation and debarkation of passengers, and reduces our work pressure and burden,” said Wang Jinming, manager of Sinotrans Guangdong Shipping Agency Co.,Ltd. Nansha Branch, the agent of Costa Victoria, to the reporter.
 
The joint aboard inspection, convened by Nansha Maritime Affairs Office with the participation of Nansha Entry/Exit Border Inspection Station, Nansha Customs and Nansha Entry/Exit Inspection & Quarantine Bureau, is an efficient exploration and innovation on establishing the joint aboard inspection mechanism for Nansha FTZ’s international ships of Nansha FTZ(free trade zone) port joint inspection authorities in accordance with the requirements in the State Council’s “Three Mutual” Greater Customs Clearance and the document jointly released by Ministry of Transport and other three ministries and commissions. Meanwhile, the Guangzhou international trade “single window” develops the joint aboard inspection business module, makes full use of informatization to realize the requirement of “mutual exchange of information, mutual acceptance on supervision and mutual aid in enforcement”, and create a more convenient and efficient customs clearance environment for the development of Nansha FTZ and Guangzhou into an international shipping center.
