New Customs Clearance Mode First Launched in Nansha of Guangdong FTZ

Guangdong Customs declared on April 7 that the new customs clearance mode of information exchange, mutual recognition of supervision, and mutual assistance in law enforcement (three mutuals) jointly implemented by Guangdong Customs and Guangdong Entry-Exit Inspection and Quarantine Bureau (GEEIQB) was officially launched in Nansha Zone of Guangdong Free Trade Zone (FTZ). With this new mode, both parties integrated and optimized the management resources, strengthened cooperation in law enforcement to avoid repeated supervision, streamline the port supervision, and improve the customs clearance capacity and efficiency. At the same time. enterprises can enjoy a higher-quality and convenient customs clearance services.
 
It is learned that the “three mutuals” customs clearance mode has integrated and optimized the port management resources and customs clearance procedures to change the “operation in series” to “operation in parallel” and enterprises could enjoy more benefits from the new mode. Relying on the electronic port platform under this new mode, Guangdong Customs and GEEIQB realized information sharing on the enterprise management credit, import and export cargo declaration, inspection and release. Meanwhile enterprises realized the remote customs declaration and inspection, no longer needed to handle the transit procedures, obviated repeated supervision and inspection, or repeated loading and unloading, and further reduced the customs clearance time and costs.
 
A customs specialist of Guangdong Shunden POSCO Steel Co. Ltd. said with the new mode, the enterprise could complete all the customs clearance procedures at one site and it only took a half day to complete the customs clearance for steel imported from South Korea. In this way, the customs clearance time was reduced by 24 hours.
 
It is said that Guangdong Customs and GEEIQB will promote the application of the “three mutuals” mode in the future in line with the replicability and reference principle to further release the policy preference.
