From this year on, Guangdong will fund global experts urgently needed by it for short-term service in the province each year. In order to carry out the strategic deployment of the CPC Committee and the People’s Government of Guangdong on “accelerating construction, innovation-driven growth, and development of foremost importance”, and usher in overseas high-level talents more actively, the province issues “Pearl River Talent Plan”-Fund Plan to Introduce Overseas Experts’ Short-term Service in Guangdong (Trial) (“short-term service fund plan”).  

 

According to the short-term service fund plan, Guangdong will fund global experts urgently needed by it for short-term service in the province each year. The plan will comply with and complement the long-term talent attraction program Pearl River Talent Plan.

 

It is learned that overseas experts to be introduced will fall into three categories. The first category will cover academicians from developed countries (regions) and winners of important international awards such as the Nobel Prize. The second category will include tenured professors, professors of renowned universities, research fellows and senior management-level experts of famous enterprises. The third category will be overseas high-level talents in urgent need and ushered in by enterprises from advanced manufacturing, modern service industry and strategic emerging industries and new-type R&D institutions. But, experts included in the country’s 1,000-Talent Program will not be covered by the short-term service fund plan.

 

According to the short-term service fund plan, the applicants for the fund should be institutions, domestically funded enterprises or joint ventures with Chinese party having dominant shares which are registered in accordance with the laws (before the deadline for application) and have the qualification of independent legal entity. The applicant should sign employment contracts (agreements) with overseas experts. The overseas experts should complete the contents in the contracts(agreements) and obtain expected achievements. Entities that usher in experts of the third category will pay the overseas expert 800,000 yuan per year or 67,000 yuan per month.
