On April 11, Guangzhou Municipal Human Resources and Social Security Bureau issued an announcement and said that it will take the lead in introduction of high-end foreign experts’ projects, plan to support some high-level foreign experts to come to Guangzhou for exchanges and cooperation with a fund up to 200,000 yuan for each expert.

 

According to the announcement, the projects introduced should comply with the requirement on Guangzhou’s key fields in economic and social development, and contribute to strengthening exchanges and cooperation of international talents. Talents introduced should be experts from foreign countries or Hong Kong, Macao and Taiwan regions who shall be below 65 years in principle (for extremely outstanding ones, below 75 years) and the leading talents or academic (technical) leaders in the key fields of national Sci-tech, industrial development and discipline construction and comply with one of the five conditions, namely, high-level talents including Nobel Prize laureates and academicians of foreign science academies; professors or similar experts and scholars of renowned foreign universities and institutions; professional technical and managerial talents at foreign noted enterprises or financial institutions; innovative talents who have independent intellectual property rights or master core technologies; main members of the expert team for the 1000 Foreign Experts Program; and other high-level talents urgently needed by Guangzhou.

 

Meanwhile, Guangzhou Municipal Human Resources and Social Security Bureau encourages Guangzhou’s various talent input platforms to apply for high-end foreign expert introduction programs, and first supports these programs applied by State Foreign Intelligent Achievements Demonstration and Promotion Bases and Organizations.

 

Guangzhou will give a fund up to 200,000 yuan for each expert ushered in through the high-end foreign expert input program. The fund expense will cover the international travel expenses, daily expenses, boarding and traffic expenses, inter-city traffic expenses and other expenses. As for the long-term program for experts working in Guangzhou for six months and above, the funds can be used as the salary for the experts, and not above 60% of the contracted salary. Guangzhou municipal-level (including districts) enterprises, scientific research institutions, universities, Sci-tech parks and other employers may log on the overseas talents pooling application system of Guangzhou Municipal Human Resources and Social Security Bureau to apply online.
