On April 25, 2016, the 204^th Executive Meeting of the 14^th People’s Government of Guangzhou principally adopted the Opinions on Further Loosing Restrictions on Domicile and Business Operation Sites of Business Organizations in Guangzhou (hereinafter referred to as the Opinions).

 

The Opinions clearly said that there will be no restrictions on investment associations or whether or not the business organizations are located in specialized industrial parks for applying the policy of “one address for several licenses” any more, and the application scope of the policy will be extended from enterprises to all business organizations, meaning that, with the approval of a housing property owner or other authorized party for the operation and management of the property, “one address for several licenses” for more than one business organizations is allowed. In addition, there will be no restrictions requiring that the domicile and added business operation sites should be in the same administrative district for the application of the policy of “one license with several addresses” any more, meaning that the policy is applicable for an enterprise to have more business operation sites in other districts of the city outside its domicile.

 

Related person in charge of Guangzhou Administration for Industry and Commerce said that, this is to, on the one hand, release more office resources and reduce the cost of investment and business launch, and, on the other hand, enhance the urban management and supervision of administrative law enforcement to reduce risks and basically make them controllable, prevent from pollution by exhaust gases, waste water and noise and solve the problems in occupation of public resources and damage to other stakeholders’ legitimate rights and interests.
