The reform will not only strengthen the inter-province cooperation of the four provinces in the Pan-Pearl River Delta but also reinforce the unified supervision and collaboration to the four provinces, and flow of market elements among them. It will also boost the further development of economic and trade relations with the countries and regions along the 21st Maritime Silk Road.

According to He Li, with the expansion of integrated customs clearance coverage, customs in Fujian, Guangdong, Guangxi and Hainan will implement unified standards in supervision, work flow and services, and achieve “region-wide consistent action, numerous customs work as one.” It is estimated that more than 170,000 import and export enterprises will benefit from the reform.
