The Ministry of Commerce (MoC) released the “Internet + Logistics” Action Plan (Action Plan) on May 15. The Action Plan will give priorities to the e-commerce development in the rural areas, small and medium-sized cities and communities, online and offline interaction and cross-border e-commerce to upgrade the logistics industry.

The Action Plan requires to create 200 model demonstration counties of e-commerce promotion in rural areas, foster 150 state-level e-commerce demonstration enterprises, 50 transformation models of traditional network circulation and service enterprises and 100 network service brands within one to two years and try to grow the e-commerce transaction amount to RMB22 trillion and online retailing amount to RMB5.5 trillion by the end of 2016.

MoC points out that efforts should be made to solve the bottlenecks of the “Internet + logistics”: first is to solve the problem of the “last kilometer” of e-commerce, requiring to actively develop the e-commerce in the small and medium-sized cities and the rural areas and encourage e-commerce enterprises to build the overseas warehouse and logistics system; second is to break the bottleneck of “the last 100m”, encourage e-commerce enterprises to the communities and promote online and offline interaction.
