Guangdong Cancels the Processing Trade Business Approval

Guangdong released the implementation plan that aims to stimulate foreign trade on June 13. It decides to cancel the processing trade business approval of the province while shoring up the gradient transfer of the processing trade so as to return the land use for commercial, tourism and pension purposes upon approval.
The plan sets forth to enhance the processing trade innovation development. On the one hand, Guangdong responds to the national policy to cancel the processing trade approval, launches the “Internet + processing trade domestic distribution facilitation” reform to simplify and standardize sale of the processing trade leftover materials and finished products in the domestic market, deepen the processing trade transformation and upgrade and guide the processing trade enterprises to strengthen the technological renovation, R&D, innovation and independent brand fostering.
On the other hand, efforts will be made to incubate many processing trade innovation and gradient transfer and takeover demonstration zones, guide the innovation-driven processing trade development of the Pearl River Delta and grow the processing trade stronger in northwest Guangdong. Measures will be taken to support the gradient transfer of the processing trade to return the land use for the commercial, tourism and pension purposes upon approval. Moreover, the processing trade enterprises can pay the land transfer price in installation for the industrial land site obtained by law. And the industrial projects of Guangdong that are preferential development industries and feature intensive land use can enjoy the minimum land price of no less than 70% of the related standards.
In order to protect the stability of import and export, the plan proposes to implement an active import policy. It urges to promote the bulk goods and consumer goods import, enhance the opening up operation of the large-scale professional ports of Guangzhou, Zhuhai, Shantou, Yangjiang, Zhanjiang and Jieyang, and enlarge import of coal, gas and oil, mineral ores and grains. Efforts will be made to strive for looser import access threshold for the resource goods, and grant the qualified crude oil processing enterprises the right of use and import of crude oil. The plan also requests to implement the automatic import permit management policy for the important agricultural products such as sugar, and expand the import channel and size, increase import of agricultural products and daily consumer goods and guide overseas consumption to return back.
