Nansha Port Plans to Cancel Hoisting Charges of Foreign Trade Enterprises

Recently Guangzhou Municipal Commission of Commerce publicized the Pilot Plan of Nansha Port Canceling Hoisting, Shifting and Warehousing Charges of Foreign Trade Enterprises That Are Free of Problems upon Inspection in 2016 (the Plan for short) on its official website. It plans to organize the pilots of canceling the hoisting, shifting and warehousing charges of foreign trade enterprises that are free of problems upon inspection (charge cancellation for short) at all qualified ports of Nansha Development District to lower the operating costs of foreign trade enterprises and help them reduce burdens and increase efficiency.
 
The Plan will be applicable to the on-site inspection and supervision venues of Nansha Port, including the seaport port, inspection and quarantine supervision sites and special supervision area of the Customs.
 
The scope of charge cancellation by principle is limited to the hoisting, shifting and warehousing charges of the container cargo (including empty containers, loaded containers, the international transit container cargo, solid waste cargo in containers) that are free of problems upon inspection of the Customs and the inspection and quarantine authority, and the cargo transported by the container trucks.
 
The Plan stipulates that for the container cargo that are free of problems, upon ratification of the release information (e-release information or hardcopy release certificate) of the Customs and the inspection and quarantine authority, the foreign trade enterprises can be exempted from the hosting, shifting and warehousing charges of the cargo caused by the inspection (the exemption is not applicable to those with problems upon inspection); under special circumstance, the possible secondary (or more times of) hoisting, shifting and warehousing charges arising out of inspection of the Customs and inspection and quarantine authority will be exempted if no problem is discovered; the hosting, shifting and warehousing charges arising out of the temporary and additional inspections of the Customs and the inspection and quarantine authority will be exempted too if no problem is discovered.
 
The Plan specially points out that the punishment will be enforced to those discovered problems in the inspections. The administrative punishment will be increased to those investigated in the customs clearance procedures. The cases discovered in the inspection and bill checking will be punished in line with the highest punishment provisions of the Customs and the inspection and quarantine authority.
