New Guangzhou, New Propositions and New Positioning

On August 5, 2016, the 9th Plenary Session of the 10th CPC Guangzhou Committee closed and the Opinions of the CPC Guangzhou Committee and the People’s Government of Guangzhou on Further Enhancing Urban Planning, Construction and Management (hereinafter referred to as the Opinions) was reviewed and adopted, putting forward a series of “new propositions”, such as constructing hub-type network city, building Nansha into the sub-center of Guangzhou, developing the 30km exquisite Pearl River landscapes and building high-speed rail station at Airport Terminal 3.
For the construction of hub-type network city, emphasis is laid on concentration of global high-end elements, including human resources, materials, capitals and information, by building an aviation and air transportation as well as scientific and technological innovation hub to strengthen the city’s function for resource concentration and its influence and leading role and improve the function of the city as a national central city, aiming to build the city into a core component of the world city system.
To fulfill this task, the construction of a comprehensive international transportation hub featuring connectivity plays a key role. The Opinions propose to integrate the construction of world-class airports, seaports and railway networks into “the Belt and Road” initiative.
Therefore, Guangzhou will improve the air-rail multi-modal transportation system between Baiyun International Airport and Guangzhou North Railway Station by building a high-speed rail station at Airport Terminal 3 to provide multi-modal transportation services through the high-speed rail, intercity rail and subway lines at the airport and expand the airport hinterland.
Nansha, which is assigned the task to build the sub-center of Guangzhou for the first time, will focus on the construction of the rapid rail and express road systems connecting with central urban area of Guangzhou so that it will take only half an hour to the central urban area by direct lines, half an hour to the neighboring cities such as Shenzhen, Dongguan, Zhongshan and Foshan, and an hour to the main cities at the Pearl River Delta.
“Guangzhou, with the Pearl River running through the city, boasts integrated water system, including 930 kilometers of watercourses and 231 river channels in the central urban area, which are extremely valuable resources and wealth.” To promote a good development relying on the Pearl River, the Opinions propose to optimize the spatial structure in the form of a network of diversified centers and clusters along the Pearl River system. For the central urban area along the front and back channels of the Pearl River system, planning should be made to guide and concentrate high-end elements to build an international innovation hub at the same time of strengthening the protection of the traditional features and style of the historic urban area. High-level planning and construction should be carried out to build the golden delta region with integrated development of the Zhujiang New Town, Guangzhou International Financial Center and Pazhou Internet Innovation Cluster to set up a cluster of headquarters, financial and scientific and technological innovation services and lead Guangzhou to deeply participate in global competition and international specialization. Emphasis will be laid on the development of 30km exquisite Pearl River landscapes.
