Guangdong Issues 40,000 New-version Business Licenses within 15 Days

Guangdong firstly started to carry out the “three licenses into one” and “one license with one credit code” reform from September 1, 2015, one month earlier than other regions across China. By September 15, the province had issued the new-version business licenses to 41,269 enterprises, including 17,921 newly-established ones. In other word, 1,800 new enterprises were established per day in average during this period.
 
The newly-established enterprises are mainly from wholesale and retailing, lease and commercial service, information communication, software and IT service, manufacturing, scientific research and technical service sectors which collectively account for 75.8% of the total. Within the 15 days from the reform, the province had seen the registered capital increase of 1.028898 trillion yuan and 3,947 newly-registered private economy practitioners, which effectively boosted mass entrepreneurship and innovation.
 
The “three licenses into one” and “one license with one credit code” reform refers to: by means of “one window for application acceptance, intercommunication and information share,” the successive applications in enterprise registration for Industrial and Commercial Business License approved and issued by industrial and commercial authorities, Organization Code Certificate by quality supervision authorities and Tax Registration Certificate by tax (national tax and local tax) authorities, which have different codes, are changed to one application. And the industrial and commercial authority will approve and issue a business license attached with a unified social credit code for corporate and other organizations to the applicant.
