It was learnt that, Guangdong province is going to start the reform of business registration system by adopting the “One License and One Code Registration System based on Integration of Five Certificates (Licenses)” on October 1, 2016. It is the result of further integration with Social Insurance Registration Certificate and Statistics Registration Certificate based on the registration system reform through integration of Business License, Organization Code Certificate and Tax Registration Certificate.

 

Since October 1, for business registration of enterprises, farmers' specialized cooperatives and resident representative offices of foreign enterprises (hereinafter collectively referred to as enterprises), the administrations for industry and commerce (including market regulators, the same as below) will issue the Business License with unified social credit codes of legal person and other organizations (hereinafter collectively referred to as unified social credit codes) after verification instead of issuing Organization Code Certificate, Tax Registration Certificate, Social Insurance Registration Certificate and Statistics Registration Certificate. Enterprises that originally intended to go through the procedures for registration with these four certificates mentioned above can now apply for the Business License after the integration of the five certificates (licenses).

 

The conditions, procedures and specifications for application documents for registration after the integration of the five certificates (licenses) and the style of the Business License are similar with that under the reform through integration of three certificates (licenses). It was learnt that, the already issued licenses and certificates will be maintained valid before January 1, 2018, after which only licenses with unified social credit codes will be deemed as valid and the other ones should be renewed.
