In accordance with The 13^th Five-Year Plan of Guangzhou for Information Development adopted at the Executive Meeting of the People’s Government of Guangzhou held on October 31, Guangzhou aims to, by 2020, build up a high-performance network featuring “100M to users, 1000M to buildings and high-speed exit” and a wireless broadband network featuring “omnipresence and seamless integration”, and realize a FTTH (Fiber To The Home) rate of 100% among newly built residential and commercial buildings.

 

It also aims to realize that all government departments release their Data Disclosure Scheme/List. The Plan also sets four targets for information development of Guangzhou: an international optimal place for innovation and business launch of the Internet industry, a national first choice for developing information economy, a national pioneer city for constructing new-type smart cities and a national demonstration city for applying Internet of Everything technology.

 

The information infrastructure system will be further improved. The bandwidths and services will meet international norms, and fixed broadband accessible for urban users will reach more than 300Mbps, while that for rural users will reach more than 50Mbps. The FTTH rate among newly built residential and commercial buildings will reach100%.

 

The IT industry of Guangzhou will play a leading role in terms of both scale and quality. The output value of the electronic information manufacturing industry and the software and information service industry will respectively reach RMB400 billion and RMB360 billion. Three industries with output value of more than RMB100 billion and six industries with output value of more than RMB10 billion will be developed, while more than three information enterprises with annual output value of more than RMB10 billion will be developed.

 

The development and application of big data will see a big progress. All government departments will release their Data Disclosure Scheme/List, and 800 datasets will be opened to the public. There will be a series of new business types and modes concerning innovation and application of big data. Guangzhou will be basically built into a national pioneer city for data circulation and application, a demonstration city for business launch and innovation related to big data and a cluster of core businesses of the big data industry to build an internationally influential “city with strong data development”.

 

Information application in various economic fields will be increasingly extended. An integrated agriculture-related information service system covering the whole city will be established. The integration of information development and industrialization will be further deepened. The output value of the intelligent equipment and robots industry will make a breakthrough of RMB60 billion. The modern service industry will have a prosperous development, and the turnover of e-business will reach RMB3 trillion.
