Recently the State Council officially released the Written Reply on Approving the High-tech Zones of the Pearl River Delta to Establish the National Independent Innovation Demonstration Area (hereinafter referred to as the Written Reply). The eight national high-tech zones in Guangzhou, Zhuhai, Foshan, Huizhou Chung-k'ai, Dongguan Songshanhu, Zhongshan Torch, Jiangmen and Zhaoqing (collectively the Pearl River Delta (PRD) National Demonstration Area) are approved to establish the national independent innovation zones. This is the second national independent innovation demonstration area with the city agglomeration as unit.

 

Currently the approved national independent innovation demonstration areas include Beijing Zhongguancun, Wuhan Donghu, and Shanghai Zhangjiang etc. In June last year, Shenzhen became the first national independent innovation demonstration zone with the city as the basic unit.

 

The most prominent feature and advantage of the PRD National Independent Innovation Demonstration Area are its orientation on innovation and entrepreneurship. The CPC Guangdong Provincial Committee and the provincial government have positioned this demonstration area as a world leading innovation and startup center to build an important platform for China to participate in the global innovation competition, lead the PRD to link the global innovation resources and explore new modes for implementing the national independent innovation strategy. It will, with the eight national high-tech zones as core, give priority to demonstration of innovation-driven development path, industrial transformation and upgrade, integrated coordinated innovation and innovation and entrepreneurship eco-system, open the innovation environment, players, elements and applications through the mechanism innovation, network structuring, global links and resource integration, try to create the development atmosphere of “entrepreneurship and innovation by all” , and improve the regional independent innovation capacity, industrial competitiveness, opening-up capacity and driving capacity to build a world first-class innovation and entrepreneurship center.
