Direct Approval Available for Foreign-Invested Projects

Now, verification and business registration of foreign-invested projects can be directly approved by related authorities of the China (Guangdong) Pilot Free Trade Zone in Nansha. On November 16, with the approaching of the first anniversary of the establishment of the China (Guangdong) Pilot Free Trade Zone, the government of Guangzhou decided to delegate 58 municipal-level administration powers to the authorities of the China (Guangdong) Pilot Free Trade Zone in Nansha, with emphasis laid on the fields of economic management as well as project development and construction.
Since this April, the investment promotion and development and construction activities of the China (Guangdong) Pilot Free Trade Zone in Nansha have been in full swing. The delegation of the powers just caters to such development trend.
The delegation of the powers will bring great convenience for the verification and business registration of foreign-invested projects. It will enable the foreign-invested projects to be approved in Nansha instead of going through the administrative procedures at provincial and national levels. The Administration for Industry and Commerce of Guangzhou will delegate the power for the registration of companies (business entities) to lower levels. The applicant may, according to its own needs, choose to go through related procedures at the municipal administration or the administration under the Administrative Committee of Nansha Economic and Technological Development Zone. On the other hand, the municipal powers for acceptance and preliminary review for prior approval of company names will be delegated to the administration under the Administrative Committee of Nansha Economic and Technological Development Zone. This will provide a more convenient channel for the registration of companies.
In addition, the Guangzhou Municipal Development and Reform Commission will delegate the powers for the examination and approval of the records as well as prices and charges under government pricing and guide price management to related authorities in Nansha.
Guangzhou Land Resources & Urban Planning Committee will delegate 15 powers, accounting for about one fourth of list of the delegated powers. After the delegation of these powers, related authorities in Nansha can directly approve the following applications and projects: change of use of construction land under provincial administration; major landmark public construction projects at national, provincial and municipal levels; permission notes for location of key municipal infrastructure construction projects throughout the city; planning permit and construction project planning permit. It means that the construction of infrastructure and industrial projects in Nanshan free trade zone will be accelerated.
