On the afternoon of December 12, Feng Fei, vice minister of Ministry of Industry and Information Technology (MIIT), led a delegation to conduct an investigation in Guangzhou Development District, the core area of China (Guangzhou) Medium and Small Enterprises Advanced Manufacturing Sino-Foreign Cooperation Zone. The visitors fully affirmed Guangzhou’s innovative promotion methods and results of the construction of Sino-Foreign Cooperation Zone(SFCZ). SFCZ’s development has three main characteristics: a high starting point, a good basis and an innovative mode, Feng said.

 

At the end of September, MIIT formally approved Guangzhou’s application for creating a core area of China (Guangzhou) Medium and Small Enterprises Advanced Manufacturing Sino-Foreign Cooperation Zone. Thus, Guangzhou had China’s first SFCZ for advanced manufacturing.   

  

SFCZ, featuring a high starting point, accurately identified advanced foreign partners, introduced cutting-edge technologies from the US and Ukraine and realized primitive innovation, Feng pointed out. It means that the innovation achievements will be industrialized in Guangzhou soon and a new path for Guangzhou in matching foreign innovative enterprises and promoting manufacturing’s transformation and upgrading will be carved out.

 

Meanwhile, SFCZ has a good basis. As the core carrier, Guangzhou Development District(GDD), featuring powerful comprehensive competitiveness, offers good industrial basis and development advantages for the SFCZ. GDD is home to 400+ high-tech enterprises (25% of the city’s total), 120+ Fortune 500 corporations and 3,000+ foreign-funded enterprises, attracts more than 400,000 flow-in elite and a galaxy of academicians of CAS and CAE and contributes nearly 1/3 of the city’s industrial added value.

 

In addition, SFCZ initiated three transitions in business promotion: from simple business promotion to in-depth introduction of integrated technologies and talents, from focusing on large corporations and groups to both large corporations and groups and innovative Sci-tech small-giant enterprises, and from simple governmental business promotion to the new sino-foreign cooperation mode of combination of governmental and marketized business promotion channels with good effects achieved.

 

Also, Feng hoped SFCZ to make achievements in two aspects. First, aiming to knowledge-intensive industry’s clustering development, focusing more on technical and industrial innovation to further expanding the clustering effect; Second, accelerating the development and improvement of ecological environment, gradually spreading the experience across the country and promoting the national manufacturing’s transformation and upgrading.
