It aims to, within three years, increase the number of high-tech enterprises by 900 (this year saw an increase of more than 200) to total the number to 2,500 by 2017, and incubate 4,500 “Little Giant” enterprises in scientific and technological innovation (this year saw an increase of 1,500). Emphasis will be laid on putting the policies on subsidies for enterprises’ investment in research and development and the policies on construction of research and development institutions of enterprises into substantial practice to provide support for related enterprises and strive to increase the proportion of research and development institutions of enterprises to more than 40% by 2017.
