27 FTZ Practices Promoted to Facilitate Investment in Guangdong

On Dec. 24, the Notice on Promoting China (Guangdong) Free Trade Zone’s Initial Reform and Innovation Experience was released at gd.gov.cn to require the promotion of 27 FTZ reform and innovation practices and 23 reform issues across the province and 4 reform issues in related fields of the province. It is expected to realize “acceptance at one window with parallel approvals by departments” across Guangdong.
 
In order to improve registration convenience for FTZ enterprises, Nansha FTZ carries out the mode of “acceptance at one window ” and realizes the joint transaction of “10 certificates and 13 seals” issued by industrial and commercial department and quality control department. Except the Food Operation Permit, other certificates and seals are available within one working day through two visits to the “one-for-all acceptance window”.
 
Reform issues (23 items) to be repeated and promoted across the province are as follows:
1. Facilitating investment (9 items). Establishing one-stop service mode for “acceptance at one window with parallel approvals by departments”; integrating multiple certificates into one based on “integrating three certificates into one” for enterprise registration; developing prompt list for administrative violations; carrying out e-business license management and full-range electronic registration; Internet+ taxation service; joint transaction of state and local taxes; online taxation transaction; taxation-bank cooperation-based “tax-financing integration”; and free express delivery of ordinary invoices applied online.
 
2. Facilitating trade (13 items). New self-customs clearance modes for international forward shipping; full-range informatization reform of management for processing trade manuals; management reform at customs clearance for Place of Origin issues; paperless reform for tax/tax exemption certificates; enterprises registration to be made at customs and FTZ; goods tracing platform for cross-border e-commerce; fast release mode for imported food; classification of imported wines; management of certificates and lists for inspection and quarantine; 1+2+3 supervision mode for inbound maintenance; rebuilding the flow for applying inbound animal quarantine permit; seamless connection with hinterland ports in inspection and quarantine; and establishing electronic certificates for inspection and quarantine.
 
3. Innovating in finance (1 item). Innovation in cross-border e-payment means.
Repeating and promoting reform issues in related fields (4 items).
(1)Reform issues repeated and promoted in special supervision zones of customs across the province (2 items): land cross-border fast customs clearance; supervision over international transshipped foods
(2)Reform issues repeated and promoted in Guangzhou, Shenzhen and Zhuhai (2 items): integrated operation of pilot FTZ and the port zone; and simplified tax levy for small-scale taxpayers.
